In North Rhine-Westphalia (NRW), the number of domestic violence cases has seen a significant increase, with 240,547 cases recorded in 2022, marking an 8.5% rise from the previous year. This alarming trend has highlighted the urgent need for better support services for victims of domestic violence, particularly women, who account for 71.1% of the victims in the region.

SPD state parliamentarian Sonja Bongers, a legal expert, has emphasized the responsibility of society as a whole and state institutions in stopping this increasing violence against women. She advocates for providing the best possible help and support to victims, and believes that a sustainable funding system for women's shelters and counseling centers is crucial in achieving this goal.

Currently, the funding system in NRW is partial and project-based, which threatens the existence of these vital initiatives. The project-based funding does not cover the total costs, forcing the projects to rely on municipal funding or third-party funds, usually donations. This situation leaves women's counseling centers and shelters overburdened and at risk.

To address this issue, Bongers calls for the state government to work with municipalities to agree on a new funding system. She advocates for a uniform and adequate funding system to close the remaining funding gap for the providers. Such a system would ensure that women's shelters and counseling centers have the resources they need to effectively combat domestic violence.

Fortunately, there are existing funding infrastructure and bank loans aimed at social services and accommodation that can support and sustain women's counseling and shelter centers. NRW.BANK provides favorable loans to municipalities for accommodation and social infrastructure, which can include women's shelters and counseling centers. The Council of Europe Development Bank (CEB) and social investment funds co-finance social projects, contributing indirectly to the sustainability of women’s support services.

In addition, federal ministries like the BMFSFJ (Federal Ministry for Family Affairs, Senior Citizens, Women and Youth) support gender equality initiatives, which may encompass funding for counseling and protection services for women. KfW loan programs and state subsidies exist for building and modernization projects, potentially applicable to counseling centers and shelters.

While there is no explicit description of new or separate initiatives solely dedicated to domestic violence against women in NRW, the existing funding infrastructure and bank loans aimed at social services and accommodation form a strong foundation for supporting and sustaining women's counseling and shelter centers.

However, the high demand for support services and the scarcity of places in women's shelters underscore the need for improved support services for women affected by violence in NRW. Bongers emphasizes the importance of this issue in the interest of the victims of domestic violence and calls for immediate action to ensure the safety and well-being of those affected.
