President directed to culminate work on innovative family benefits for numerous households, following a discussion with the Ural family.
On the eve of International Children's Day, Russian President Vladimir Putin convened a meeting with mothers recognized as 'Heroine-Mothers' and families awarded the 'Parental Glory' order, including the expansive Radionov family of Sverdlovsk. The Radionovs, who are parents to ten children, raised concerns about the rules governing the calculation of insurance experience for mothers with five or more children and the lack of benefits for fathers.
President Putin acknowledged the significant role of large families, stating, "Raising children is the most important endeavor for any individual and essential for our country. I am deeply appreciative of families like yours, where adults devote their entire lives to nurturing children." Putin lauded the awardees for their tireless efforts, acknowledging the unique challenges that come with raising a brood of seven or more children.
Sergey and Yevgenia Radionov are natives of Sverdlovsk Oblast, having grown up, started their family, and looked forward to celebrating their 30th anniversary in their hometown. Together, they have ten vibrant children: Semin, Ekaterina, Alena, Lucy, Philipp, Alexei, Vera, Dobrynya, Irina, and Evsynia. The eldest is 28, while the youngest is seven.
During the meeting, Yevgenia Radionova brought up the intricate issue of calculating insurance experience for parents with many children. She highlighted that, despite having five or more children, only four years would be considered in her pension calculation. "I respectfully propose that this matter be re-examined... And let us not forget our fathers too - they should also receive recognition and benefits," she expressed.
In response, Putin delegated the task to Deputy Prime Minister Tatiana Golikova to address the issue. The current legislation dictates that no more than 6 years of work experience can be considered towards a pension—this includes caring for four children in total. Golikova revealed that a new bill, aimed at removing this restriction and increasing pensions for mothers with many children, is nearly ready and will soon be presented to the State Duma for consideration.
The gathering coincided with Yevgeniya Nikolaevna's birthday. In celebration, Putin presented her with a festive bouquet and shared his intentions to fulfill her dream of visiting Sochi's Krasnaya Polyana with her entire family.
The governor of Sverdlovsk Oblast, Denis Pasler, praised the support and dedication to family and childhood that remains a key emphasis in the region's social policy. The region offers various benefits to large families, including schoolchildren's travel subsidies, free medicines for young children, utility bill compensations, and school clothing purchase subsidies.
The ongoing national project "Family" seeks to expand social support measures, enhance access to kindergartens, and implement employment programs for parents, including large families. The region also aims to foster a safe and nurturing environment for children's holistic growth.
While there are no recent or proposed legislative changes in Russia exclusive to the calculation of insurance experience for parents with many children, the government continues to improve and adjust general pension thresholds. As of May 2025, certain periods of employment abroad may be counted towards insurance service, provided specific conditions are met, but this does not notably benefit large families.
President Putin expressed his appreciation for large families like the Radionovs, stating, "Raising children is the most important endeavor for any individual and essential for our country." During the meeting, Yevgenia Radionova, a mother from the Radionov family, discussed the need for a revision in the calculation of insurance experience for parents with many children, proposing, "I respectfully propose that this matter be re-examined... And let us not forget our fathers too - they should also receive recognition and benefits."
