In the heart of North Rhine-Westphalia, the city of Cologne has implemented a new measure aimed at ensuring public safety this summer. The Rhine bathing ban, effective immediately, was approved by the city council at the beginning of September 2025.

The decision was the result of an amendment by the Greens, SPD, FDP, Left, and Volt, which was passed by the city council. The ban was implemented on September 17, 2025, a date that also marks the change in the Cologne city ordinance.

The ban applies to all forms of bathing in the Rhine, with visitors only allowed to wade knee-deep. Going deeper is considered bathing and is prohibited. The city plans to initially educate violators, with fines of up to 1,000 euros to follow for repeated offenses.

The Rhine promenade in Cologne-Rodenkirchen, a popular summer destination, will be affected by the ban. The city's Ordnance Service will enforce the ban on land, while the Water Police and the Rhine Shipping Police will do so on water.

Ralf Mayer emphasizes that his staff will initially approach people and talk to them about the new regulations. Similar measures have been taken by several cities in the region, including Düsseldorf, Neuss, Meerbusch, Krefeld, and Dormagen.

The ban was proposed due to the rising number of drowning incidents this year. So far, ten people have drowned in the Rhine in North Rhine-Westphalia. The city of Cologne and the German Press Agency are other sources for this article.
