U.S. extradition appeal for a 17-year-old Romanian student fails in Bucharest court

Freed from Extradition, Romanian Alleged "764" Network Member Haunts Online World

Having defeated an extradition request, a 17-year-old Romanian allegedly associated with a sinister online network stands accused of bomb threats and manipulating minors worldwide. This shadowy figure directed dozens of underage victims to commit acts of violence and sexual exploitation, demanding explicit content or face dire consequences.

Recently released from Romanian custody, the youth was held on suspicion since Jan 2023 after US authorities issued an international warrant for his arrest. The accusations date back to September 2023, when law enforcement agencies worldwide began investigating a menacing online network known as "766."

The notorious "766" network operates by befriending minors on social media and gaming platforms, brainwashing them into performing heinous deeds, and horrifically exploiting the resulting content for blackmail. These predators demand pictures, videos, and more of these acts, sharing them among followers or using the materials for extortion.

Ensnared by the web of deceit, victims are subjected to coercion, severe self-harm, animal cruelty, and even urged to live-stream their own suicides. Strikingly, the targeted children fall between the ages of 9 and 17.

One chilling example involves a Westchester County girl who was persuaded to ink the suspect's pseudonym upon her skin and send nude photos of herself. Soon after, the suspect bombarded schools and school districts in and around Westchester with malicious threats. "The bombs will go off in a few hours. Contact me, my IP address is: (victim's address)," read the ominous messages sent via internet applications.

In Oklahoma, another girl suffered a similar fate. The Romanian ripped at her heartstrings by threatening to expose nude pictures to her school if she did not comply with his twisted demands.

Having confessed to the crimes attributed to him, the Romanian student divulged his knowledge of making calls using multiple internet applications, incriminating himself in the transmission of over 450 bomb threats and threats of mass school shootings since December 2022.

The FBI has conducted numerous interviews with six victims the Romanian manipulated and extorted into engaging in extreme violence, sexual exploitation, and self-inflicted harm.

As international cooperation is indispensable in combating these global criminal networks, governments and law enforcement agencies everywhere collaborate to share intelligence, coordinate investigations, and exchange suspects to answer for their crimes in the countries where they were committed.
