The Federal Ministry of the Interior has released the Police Crime Statistics (PKS) for the year 2024, indicating a 9.3 percent increase in rape and sexual assault nationwide compared to the previous year. However, the state of Bremen experienced a more modest increase of just 1 percent and a decrease of six percent in domestic violence.

Despite the overall rise in sexual offenses, the statistics for Bremen show a lower reporting rate compared to other crimes. According to the first periodic security report of the state of Bremen from February 2024, only 2.5 percent of sexual offenses are reported, making it the crime with the lowest reporting rate.

The Senate's Interior Authority explains that the increase in cases in 2023 and 2024 is due to backlogs from previous years being processed. Only crimes that have been fully processed by the police are included in the statistics. Claudia Bernhard, Senator for Health, Women, and Consumer Protection, suggests that the high dark figure means that the PKS only represents the tip of the iceberg, implying a much higher number of sexualized violence cases against women in Bremen.

The state of Bremen has already implemented measures to combat this issue, as detailed in its state action plan for women and children from 2022 to 2025. Measures include the violence protection ambulance and ongoing efforts to develop the action plan further. To encourage more sexualized violence cases to be reported, support for victims is crucial. This includes psychosocial process accompaniment, counseling offers, treatment and therapy offers, and other aid regulated by the Victim Compensation Act. The Central Office of the State Women's Representative (ZGF) is working on an information brochure to inform victims about the process of reporting and available support.

Another important contact point in Bremen is the violence protection ambulance, which opened in April 2024. Victims of sexualized violence can have their injuries documented here before deciding whether to file a complaint. The evidence is stored for up to ten years, allowing victims to file a complaint at a later time without time pressure.
